Perhaps the first question is why does ICANN exist? It is certainly not doing what it was intended to do, which is to assure that DNS query packets in the upper tier of DNS are efficiently, quickly, and accurately turned into DNS response packets without prejudice against any query source or query question.
You might notice that that job does not include trademark protection. And it is a job that doesn't require a staff and budget that rivals that of the ITU.
